City officials, agencies scrutinize floor plan By JIM HAGGERTY news@woburnonline.com WOBURN - The popular La Stanza Diva restaurant at 315 Main St. has run askew with several city departments and agencies, including the Woburn License Commission and the Woburn Board of Health. La Stanza Diva is just south of Woburn Common on the easterly side. The Woburn License Commission issues a Common Victuallers license but an all alcoholic license is not involved. The restaurant doesn't have the required 100 sets for a liquor license. In recent days, the Woburn Board of Health has had a discussion with owner Lynne Howell concerning a proposed increase in the seating capacity. Board of Health Agent John R. Fralick has had correspondence and discussion with the owner, repeating the kitchen area is very small and may not be adequate to handle the additional seating. "Your ability to protect public health by keeping hot and cold foods properly protected and at appropriate temperatures is already limited," he warned last week. Owner Howell was due to confer with the three-member Woburn License Commission last Thursday, however, she asked for more time. "At this time, I am withdrawing my request of February 15 due to additional revisions required for the proposed floor plan." The commissioners continued the issue to their March 20 meeting. Particularly at issue is a Back Function Room, as listed on the plan. The room is off to the left of the main dining area. The owner has also kept other agencies abrest such as the Woburn Fire and Police Departments, Building Department, as well as building owner Thomas Cheney. The Board of Health, for example, believes the storage and preparation capacity for the proposed increase is not adequate. The enhancing abilities, they feel, are limited in properly protecting the public health (i.e. the storage and preparation areas). As noted by Howell, she said the Function Room is at issue and has been advised by the Woburn Fire Department that various doors needed to be changed and that the existing Function Room was required to be added to the current floor plan. She had been requested to discontinue use of the Function Room until the License Commission approves the plan.
